If not, add each of those users and give them Full Access. You should see that "System", Administrators and your personal user account have full permissions to the Temp Folder.Right-Click the Temp folder and select Properties.This should be C:\Users\chacob40\AppData\Local\
That would make sense because when you install a program, it wants to place Temporary files on to the Temp Directory and if they don't have permission, the install will fail. I'm guessing that the Temp directory has been changed so that programs cannot create any files in the Temp Dir. Did you delete all of the files inside the %temp% directory, or did you just delete the entire %temp% directory.
